Working together to improve and expand emergency services

Due to the growing demand for emergency services in the region, Leicestershire Fire and Rescue Service (LFRS) needed to improve and expand their property portfolio.

GF Tomlinson have completed six schemes over five years, which involved the construction of two new fire stations and the refurbishment and extension of a further four buildings. These now offer office space, sleeping accommodation and fitness and training centres.

After experiencing difficulties in achieving time and cost certainty on other projects, LFRS required a procurement route and contractor that could understand their estate and key project drivers.

It was paramount that GF Tomlinson understood the different stakeholder requirements at LFRS and encompass all views into the project scope, as well as working in a live environment to ensure absolute minimal disruption to their operational fire stations.

One of the main challenges on this project was working around live fire station environments. Through consistent communication and collaboration with the teams, work was able to be carried out with minimum disruption to the critical services.

Following issues with funding delays, mobilisation periods needed to be minimised to ensure completion was achieved on the same date. Delivering increases to the scope of work, within the original budget allowances.

All projects on the programme were delivered without any disruption to the live fire station environments and completed on time and within budget.

GF Tomlinson delivered the first project achieving all the clients key requirements, in a transparent and collaborative manner. Procurement of this project through empa and GF Tomlinson led to a further five schemes being delivered through this route, and has changed LFRS procurement strategy.

It’s a big help for us to have G F Tomlinson manage that side of the process for us. They’re able to appoint a consultant on our behalf and work with them through each project from design to delivery whilst keeping us involved in the decision making and preconstruction phases.
