The National Highways Newport Maintenance Depot represents one of the largest salt storage facilities. The project sought to develop a new maintenance depot at Green Park Business Park, located just off the M62 junction 38 near Newport, East Yorkshire. This initiative aims to ensure that East Yorkshire's roads remain accessible and safe throughout the winter season.

The project includes the construction of a salt barn with a capacity of 3,500 tonnes, a vehicle maintenance workshop, storage facilities for gritters and snowploughs, and a single-storey office building.

Kier successfully delivered this project through the SCAPE Construction Framework for National Highways.

The national highways needed a salt barn with a capacity of 3,500 tonnes and requested a new maintenance depot at Green Park Business Park, near M62 junction 38 in Newport, East Yorkshire.

Three gritters are based there, responsible for salting more than 70 miles of the M62 and A63 from Hull docks in the east to Ferrybridge, West Yorkshire, to the west. There is also parking for 21 cars and ten bicycles, and electric vehicle charging points will be installed.

The facility would also be used for road safety in winter, equipment storage, and the deployment of year-round maintenance activities such as roadworks, grass-cutting, and litter-picking.

Due to the construction of the project during the COVID-19 pandemic, certain products experienced extended waiting times for delivery. As a result, the project team sourced alternative materials to ensure the timely completion of the project.

The project team collaborated with the client, design consultants, and the construction team to develop practical solutions, delivering a value-conscious product within the client's budget.

Rubb UK, a supplier of large area buildings and salt barns, partnered with Kier and was set to create an engineered steel frame with a PVC-coated polyester fabric cover, which is tensioned over the frame to form a tight-fitting shell.

Kier took over the design team at RIBA stage 3-4A, managing the process through to completion and overseeing significant developments. Extensive ground surveys during preconstruction revealed challenges like 1.5m of peat and a high-water table. Due to poor ground conditions, a specialist piling contractor designed and installed a solution for both the office building and the salt barn.

Kier held fortnightly meetings with National Highways to ensure the project was meeting client expectations, budget and programme.

The project team also worked collaboratively to develop a quality management plan to ensure the project adhered to National Highways’ expectations. The plan included Quality inspection test plans for all critical items.

The new maintenance depot at Green Park Business Park will help keep East Yorkshire’s roads open and safe throughout the winter.

How the project demonstrated Social Value

Kier demonstrated social value by supporting the local community with local resources and suppliers. Recycled fill and site-won excavated material were used in the ground works where possible.
