In September 2023, the modern West Ham Bus Garage, covering an area of 4,579 m², was completed for Transport for London within a budget of £3.2 million and under tight deadlines.
The project utilised early contractor involvement through the SCAPE Consultancy Framework and was delivered by Gleeds via Perfect Circle.
As a result of the early contractor engagement, the project was effectively managed, meeting critical deadlines and allowing the client's team to occupy the space by the agreed-upon timeframe and on budget.

Gleeds, through Perfect Circle, was appointed in November 2022 by Transport for London for a high-priority project with a firm deadline for the internal team to vacate their office. To meet this deadline, SCAPE was selected for early contractor involvement, reducing the programme length and ensuring a smooth transition to the new workspace by September 2023, thereby avoiding significant costs.
The TfL Lost Property Office has relocated to the West Ham Bus Garage from its temporary site in South Kensington. This new facility improves operational capabilities to manage the increasing number of lost items, playing a crucial role in recovering over 200,000 items each year from London's transport network.
The relocation aims to speed up the processes for retrieving and returning lost items, ensuring a smooth experience for passengers.
Key items returned in the last financial year include:
- 4,400 wallets,
- More than 3,500 bags
- 1,300 mobile phones.
This move represents a significant milestone, reaffirming the office's commitment to efficiently managing and returning lost items within London's transport network.
The project team had a tight deadline, but they managed to complete it on time, thanks to SCAPE’s early contractor involvement, which accelerated the programme using the SCAPE Consultancy Framework.
There were differing stakeholder requirements, and the project team addressed these by conducting regular meetings with the client and end users to discuss changes in scope and requirements. Early contractor involvement helped manage expectations and ensured transparency.
The project team went beyond the original brief by offering comprehensive cost management and project oversight, ensuring that despite additional scope items, the project remained within budget and met critical deadlines, ultimately delivering a successful outcome for Transport for London.
