Celebrating our Regional Construction Framework Partnership with Lindum

Lindum is a proficient SCAPE partner, delivering construction projects for over 60 public sector clients across all major sectors in Lincolnshire, Nottinghamshire, and Rutland.

This blog highlights our collaborative partnership with Lindum in celebrating the anniversary of the Regional Construction Framework.

Outstanding Speed of Delivery

Lindum was the first contractor to break ground when the new SCAPE Regional Construction framework launched in 2022. Construction of a new arts and drama block at The Priory Academy LSST in Lincoln began within weeks, thanks to early client engagement and well-established procedures within the SCAPE framework.

The scheme, which was finished on time and within budget, involved the construction of a new steel frame-clad building with a single-ply roof. Fit-out included a new drama studio with DB-rated walls to ensure noise didn't disturb adjacent classrooms, a kiln room for pottery making, a photo development room, an IT suite and furniture for the arts block.

The project was also an environmental success, with more than 12,000 miles saved through contractor car sharing, which equates to 3.37 metric tonnes of carbon being saved, the equivalent of a return flight from Manchester to America.

The Priory Federation of Academies Trust, which runs 12 academies in Lincolnshire and Leicestershire, first used SCAPE five years ago. During this time, Lindum was also a delivery partner on its previous construction framework, through which the company delivered projects of up to £750k in the region.

Under the latest iteration of the SCAPE RCF framework, Lindum has delivered eight projects for the Trust, totalling £5.42m.

Steven, continued, “The speed at which we were able to get started on site was helped by the framework’s well-established procedures, such as early client engagement. This meant we could work collaboratively and advise on their designs to ensure they deliver the best outcomes for the client and the community, while making sure the block remains fit for the future.

The framework also mandates we hit certain targets to ensure a positive impact on the local community during construction, a value we share as a local construction company. Through tracking this data, we can show that almost 80 per cent of labour on site was within 20 miles and we had at least one apprentice on site for nearly half of the project.”

Utilising Early Contractor Engagement

Nottingham City Council utilised the SCAPE Regional Construction Framework to leverage Lindum's expertise while planning its 2024 school summer works programme. By employing the framework’s early contractor engagement processes, NCC collaborated with Lindum in October 2023, well in advance of the summer holidays, to evaluate the condition of its estate and provide high-level cost projections.

The council applied this data to secure budgets for work at eight schools, which were subsequently completed in the summer of 2024. Engaging Lindum at the initial stages allowed NCC to benefit from early access to expertise, enabling accurate projections, streamlined planning, and scheduling that aligned with their operational needs.

This approach has proven highly advantageous for public sector clients, as it enables Lindum to assist them in advancing work goals and plans more efficiently and effectively, all while ensuring compliance. Immediate customer access to our high-quality construction contractors and extensive local supply chain supports the delivery of projects that generate social value, training, and apprenticeships, and aid clients in achieving their net zero carbon objectives.

Since our re-appointment to the four-year framework in 2022, following a successful tender process, we have completed 75 projects, including refurbishments, new builds, and decarbonisation schemes, across the education, emergency services, housing, and leisure sectors.

Enhancing social value for local communities:

As part of the SCAPE tender process, successful contractors are required to demonstrate their ability to generate enhanced social value and leave a positive legacy for local communities. This involves employing apprentices and local labour as well as supporting social enterprises and community groups.

Since the new framework commenced in the summer of 2022, our projects have contributed:

  • £15.6k in-kind to community projects
  • Achieved an average of 49% social value (surpassing the target of 20%)
  • Provided 263 apprenticeship weeks on a live site work experience.

This year, we expressed our gratitude to Nottingham Primary Schools for accommodating our construction work during the summer holidays by donating hampers of tea, coffee, and biscuits. These items were procured from our social enterprise partners, and the wooden hampers were crafted by the not-for-profit training company Pelican Trust.

Each wooden gift box contained biscuits made by Half the Story, a Nottingham bakery that employs formerly homeless individuals, as well as Fairtrade Jamilia’s Ethical Coffee. Additionally, we collaborated with NEMI Teas, which provides employment opportunities to refugees, to include organic and Fairtrade tea bags in our school donations.

Delivering Exceptional KPI's

As the only platinum partner on the SCAPE Regional Construction framework, Lindum demonstrates its commitment to compliance and value-driven projects. Evaluated against 22 key performance indicators, including timely completion, cost management, local labour use, fair subcontractor payment, and client satisfaction, Lindum achieved a 98.9% performance rating across four audits.

Since 2022, Lindum has completed 75 projects in Education, Commercial, Blue light, and Leisure sectors. These projects included £15.6k in-kind contributions to community initiatives, an average of 49% social value added (exceeding the 20% target), and provided 263 weeks of apprenticeship experience.
