Senior appointment strengthen SCAPE support for public sector-led recovery
SCAPE are happy to welcome Hilary Carter and Andy Bacon
Hilary Carter, appointed as head of client management, will work closely with our client base of local authorities and public sector organisations as they continue with their post-Covid recovery strategies whilst working towards the UK’s net zero target.
With more than 20 years’ public sector experience, Hilary has spearheaded national and international client relationship teams at Arcadis, Atkins and VT Group. Working closely with our relationship managers across the UK, she will play a pivotal role in providing best-in-class client support to ensure projects meet public sector priorities, which include generating extensive social value and addressing the ongoing climate emergency.
Hilary will work alongside Andy Bacon, who joins SCAPE as head of category management - a role which will see him lead SCAPE’s framework management team to drive the ongoing evolution of the procurement of our suite of frameworks.
Andy brings a wealth of experience to SCAPE, having spent the past 15 years leading successful procurement teams at Sir Robert McAlpine and Laing O’Rourke. Andy’s team currently support and manage more than 30 delivery partners across SCAPE’s suite of construction, civil engineering, and consultancy frameworks.
The new appointments follow the launch of our £1billion consultancy framework earlier this year, the announcement of contractors who will deliver the new SCAPE Construction frameworks from September and the procurement for the next generation of the SCAPE Construction framework for public sector organisations in the East Midlands and East of England.
The quality of support we provide to our clients and delivery partners is, in no small part, due to our ability to constantly strengthen our team by attracting the industry’s best and brightest.
Mark Robinson, group chief executive of SCAPE
Mark continued, "The expertise that Hilary and Andy bring to the team will ensure that SCAPE projects continue to represent best-in-class procurement and ultimately drive outstanding outcomes for the public sector.
“The events over the past 12 months have had a devastating effect on communities and local economies across the UK. But, as restrictions continue to ease, local authorities have a fantastic opportunity to rebuild resilient, greener, and more inclusive communities through targeted investment. By utilising the experience of our teams, led by Hilary and Andy, our public sector colleagues can continue to be the main vehicle for the economic recovery while promoting the new standards – driven by sustainability and social value as set out in the government’s Construction Playbook.”
