A comprehensive review of social value delivery through construction during 2023.

Since 2020, we have produced an annual report that explores how and where social value is being delivered through construction projects and what best practice in measuring and delivering social and economic value for the local community looks like.

Created in partnership with Social Value Portal, SCAPE and our network of framework partners, this industry-leading report analyses a sub-set of construction and civil engineering projects across the UK that were completed in 2023 to determine regional and national trends.

Alongside expert analysis, the report also provides key recommendations on how public sector clients and local authorities can maximise the Social Value Return on Investment (SROI) on their projects.

Key Findings:

  • Social value delivery is improving year-on year.
  • The amount and range of social value measures being used is increasing.
  • Social value is consistently being used as a tool to deliver apprenticeships.
  • Smaller projects continue to deliver the highest SROI for communities.
  • SROI of up to 49% is achievable and shows what is possible if social value is prioritised.

Social value in construction

In this report, we explore which metrics social value is being measured against and how these vary by project size and location to provide an accurate indication of the industry's progress with embedding social value.

The data is from projects, including those delivered through SCAPE's frameworks, that used the Social Value TOM System to measure and report social value.

The TOM System is embedded into our frameworks and enables us to quantify and benchmark a project's positive social and environmental impact on the local community. This helps clients to understand the benefits of prioritising socioeconomic outcomes and looking beyond cost - an approach that is encouraged through procurement policy and best practice including in the Construction Playbook and the Gold Standard Verification Scheme for public sector frameworks.

The report also includes case studies which show the real community impact that can be created through a variety of social value activities.

The increased value delivered by apprenticeships we have seen over the past year demonstrates the clear potential these programmes have for supporting the next generation – as well as the industry’s ability to drive positive economic growth.
